Why do i get terrible gas mileage?

My 98 has auto/stock 3.23 gears and 124,000 miles on it and around town I barely get 16 when my foots not to the floor. Around 200 a tank, haven't went on a long trip to see what it gets on the hiway. I did take it to get it scanned and my O2 sensors are out so I'm sure that's why the mileage sucks. I'm sure new O2's and a better tune would help a bunch.
