RPMs Holding High, Sticking Throttle?

Recently my RPMs will sometimes stick a little bit high. My car usually idles at around 850, but sometimes it will idle around 1100. Another thing that will happen is say I am above 2000 RPMs in 3rd gear, if I pop it out of gear, it will drop to around 2000 and hold there. The last time that happened, I tapped the throttle and revved it to 3000, and it held there for a few seconds, then came slowly down to idle. This does not happen all of the time, just intermittently. I recently did FRCs, but I have driven it some with those on before this started happening. There is no evidence of a sticking throttle if I move the throttle from under the hood, everything is nice and free. Has anybody else had this happen? What could it be?

its supposed to do that.....
its the decay rate...
if it wasnt that way...and you let off the gas...then you would drop real quick...and probably starve the engine(too much air/not enough gas) and you would stall...at possibly 80mph!!!!
it does diferently depending on rpm, gear, and speed.
over 20 mph is real slow
under 20 mph is a lot faster
our cars do that.
of course it could be the Idle air control/choke
its the piece at the right rear of the throttle body...when it goes bad...the engine does things like that too

If it was a conistent thing, I could see it as being computer controlled and normal, but there is a major difference that I noticed. I am talking like holding right at 2000 RPM steady for around 3-4 seconds. I don't think the computer would do that, would it?
