how much can you gain just from a ported tb? 5 rwhp? and how cheap are they?

Maybe 5rwhp....but maybe not even. It's more for the better throttle response.

You can do it yourself, or you can have someone do it for you, ranges from $50-75 or so depending on the company or person.

would the intake need to be ported to match the ported tb?

No, either way a ported throttle body will help
