He's probably referring to the bumper air openings that are under the parking lights.

They could probably be made into functional brake ducts if you ran brake ducting from those openings to the brakes, but it would be a negligable gain for a lot of work unless you're into serious track day events.

No the word 'cooling' wasn't in your post, but typically brake ducts would do what exactly? Oh... cool the brakes...

Hence why Zerokube said what he did.
