Here is the Price list I've been working on for head and cam. I'm going with a 228R but plug in any other cam you're thinking of... I'm doing the work myself. They have a great write up on LS1howto.com and there are a few threads I've read from people that did it themselves and they give pointers and tips about the install.

OP are gonna be doing this work yourself or having a shop do this? That will really effect what performance parts you will be able to budget in. Call up some of the sponsors and I'm sure they will get you what you want with the $ you have to spend

I would just do the cam and put the rest of the money into the rear end or suspension if you decide to. By doing the cam and tune only you will definitely not go over $3500, will pick up a good deal of power, know exactly how much money you have left over and see if you want to put any more into the car or save it.
