Not in my experience. I've owned a '98, '99, '00 and '02. They were all about the same when stock.

Small differences would be hard to prove anyway, based on several factors that are not just model year specific (miles on engine, level of maintenance, production tolerances, driving styles, regional and seasonal fuel blends, optional gear ratios [A4], etc.). If there was a difference, it would be so small that it would take an extremely controlled test to prove. From what I remember, the MPG rating on the window sticker was the same for all model years of LS1 F-body with the same trans type.
