Aside from the engine, you could do bolt-ons and stay under a grand....
If you want ~400RWHP and a nice thump, that is going to cost you more, but easily do able with stock heads. I would look at the 228R or V2 cams, or better yet call the custom cam guys like Tick.

Best bet is to figure out a budget and decide on a engine then call one of the site sponsors like Tick or Texas Speed and tell em what your goals are and they can help you with a setup in your price range.
