Default My 2000 z28 stops at 90 and can't go faster

I have a 2000 Z28 Camaro that reaches 90 mph and stops, it starts to kick like it can go but the engine or transmission won't let it go. It has an engine bearing that is bad but isn't in critical condition, will be fixed soon. We did replace the rear end with an 02 firebird, could be one of the causes as the speedometer is also 15 to fast once past 20. Its hasn't had any upgrades to then engine from the previous owner (I think, but pretty positive nothing has been done to it.) Have changed the oil and rear end oil when we replaced it with a new one. Looking for answers as I'm very confused as to why, I am very new to the car community as it is my first project car and I hope to fix it sometime soon.

Sounds like a top speed governor.
I didn't even know these cars had one???
