So I had to swap out my battery, car starts and runs no problem. Needle never moves.

So the speedo was changed from factory to a white face that goes to 200mph. I assume the car had to be adjusted for that new face, thinking maybe that might be the culprit?

Have you tried tapping on the gauge cluster. It might just be stuck. If that doesn't work you can take it apart and check it out.

Yep, my tach was stuck one time and that worked.
