I would go with a nitrated block, lunatti 383 kit, a good set of high flowing heads with comp cams 921 kit, a g5x3 cam, and then a 200-300 shot of juice. Dont forget all the little things like an electric water pump, harland sharp rockers, maybe get ferarra(sp?) valves, asp pulley. Then you would need a nice 9inch rear, and I would go with a hotchkis tvs suspension and unbolt the front swaybar at the track. Some et streets on Bogarts would be nice too. It would be hard to say what hp/tq numbers that this setup would put down, but respectively I would say 650-700 rwhp. I could definatly be wrong, but that is a guess. If I had 20-30 grand to spend on my Z I would do this. It would not be the best daily driver in the world, but lord would it be loud, fast and intimdating with it being in a full street trim.

how much is too much really depends on the driver.
realisticly not everyone has the skill to drive a 700+rwhp monster.
if you have that kind of green to drop at one time then you should be in talks with one of the many great builders in here...
futural has been putting out monsters, and i am sure they would be happy to show you what a street monster feels like b4 you drop the money on one.
and they are more then ready to set you car up just the way you want....
IMHO
a fully streetable 500+ hp 408 with a 200 shot on top,
bullit proof drivetrain,
fully adjustable suspension
with role cage and full chasis upgrades
could be had for that price. as long as you know what you want before you start. and dont have to spend $$$ finding just the right combo.
and i'd wadger it would keep a grin on your face that a blowtourch couldn't take off

Basic suspension &DR's so the car can handle it's 300hp, save the majority of the $$ in case you don't react enough or over react in a situation. If the car survives about a year, then I would worry about going faster since you will probably know your car by then and have a good idea of what you want from it.
New driver+stock suspension+more power=1 less soldier, sorry man, but these 3 factors are really against you.
have fun with whatever you choose

If you got that much money to play with I would sugest that you enroll in a diving school. Something like the Roy Hill or something like that. Or you could just make a nice down payment on a house. Damn that sounds like what my mom told me when I graduated. Anyway good luck with the car.

I agree get used to stock before you go kill yourself. After driving around for awhile you will no the strengths and weakness and then future mods can build it up where it needs it.
