Question sputtering problem

my buddy has a 98 z28 with 70k on it. its got headers and a cam on it. lately on cold starts it has problems. it has been sputtering at low rpms only during the warm up period, but then it seems to be ok and its fine at WOT. this happens pretty much every time the car sits for a little bit. what could be the problem?? we have tried a couple of things but cant seem to figure out the root of the problem. the spark plugs were fairly white, but they are still in the car. they were changed out in the summer so we want to try a few other things before we change the plugs.

I had that problem once and I think it was because there was some condensation in my gas tank that got into my engine. I always like to keep it light and have less than 1/2 tank but now I try to keep it above 1/2 tank in the winter months. Just tell him to keep it full.

he took the all the spark plugs off and they looked rusted. bought a new set and the same thing happened to them in half a day. not sure what that means? maybe water in the tank??

I just told you! keep the tank full! there is condensation in the tank (WATER) from keeping the tank to empty! You are right, put gas in your car!
