What is best buy for the most horsepower?
I have a stock 1998 camaro and want to add horse power without giving up any gas mileage. I hope to even put in a super or turbocharger in by the end of the summer. What is your advice?

This question is easy to answer, Nitrous Oxide. If you spray a 150 shot, and pay 500 for the kit you are only paying 3.30 per HP
If you buy a turbo kit for 4000, and can manage 150 hp from the kit, you are paying 26.60 per HP
You do the math! Some people may not like nitrous, but its definately the best bang for the buck

Just a few bolt-ons will net you a few ponies for the price of a good nitrous setup.
I saw that you are also asking about turbo or superchager as well.
What is your overall goal for this car? We will need to know this in order to give you a less broad range of suggestions. You say "what is the best buy for the most hp". The answer to that question is nitrous.

The stock is fast but i want a car that is modded and still ahs good gas mileage. I drive my car alomost everday until the summer then it sets. I just want a sweet ride ( which already is ) but i want it to be better and i guess i want to know the best way to get there?

The problem with n2o for 98ASSman is that the closest speedshop that carries nos is 2 hours away. However, his dad is a welder and hopefully will be able to score some cheap n2o for him...

How fast do you want the car to be?
How much money do you want to spend?
As people have said NOS is a great bang per buck option. But it's not active all the time and requires constant maintance (read re-filling of bottle) if you use it, plus you have to put the NOS tanks somewhere.
Bolt ons will cost more per HP but will improve the car all the time. A good bolt on car should be able to make ~350rwhp and run low 12's. MPG should be similar if driven sensibly.
Then there's a cam setup (no point in doing if you haven't already done bolt ons). Plus you could add heads also but at more cost.
FI (forced induction) is EXPENSIVE any way you look at it. But it is very effective.
The more HP you want to more it will cost, and not just to achieve it either. Supporting mods such as suspension and chassis upgrades will be needed, drivetrain mods and a new rear axel.
My current build sheet currently totals $7300.00, this makes a pretty much full bolt on car with a cam plus lots of chassis/suspension mods and new street rims/tyres and drag strip tyres. However you really need to add another $2000-2500 on top to cover for a new stronger axle as the stock one won't last long on such a setup.
Are you M6 or A4?
A good way to enhance the car is catback & lid. With different rear gears and a stall if auto. Then maybe a 100 or 125 shot of NOS to top it off. Plus some DR's if you plan on hitting the strip.

So that would not be the best bang for the buck unless you rarely use the bottle.
If you look at the long run a Turbo will give you more bang for your buck. I vote turbo.
