Yes, either your font or rear turn signal is blown.
turn it on to where it stays solid on your dash, get out and see which one it is.
bulbs are cheap and fairly easy to change.
To remove bulbs on the 98+ T/As:
the front one, reach through the hole under the signal light, find the connector, rotate it till it comes loose and pull it out, then gently pull the bulb straight out.
If your hands are too big to fit through the access hole, you'll have to remove the bottom cover under the bumper by removing the 8mm bolts to gain access.
The rear bulbs, open the hatch and carefully remove the trim by turning the plastic retaining screws in the trim panals. Next, pull the carpeting back from the backside of the hatch where the tailights would be and then you can get access to the bulbs.
removing them is the same way, rotate them half turn to unlock them and then pull them out of the lense. pull the bulb straight out.

I had a problem with, I believe it was my driver side front turn signal. When I would replace them I noticed that there was an undue amount of corrosion on the socket. Turns out that I had a leak in the light that would let water in when it rained really hard or when I washed it.
