Emissions question
I remove AIR and EGR, and either run O2 sims or get the deleted....
Will i be ok on emission, i live in PA, i i know they do visual check, so not have cats going to be a big deal?

They will not even open your hood if you are 1996 or newer and require an emissions sticker (as long as you are not throwing codes). They just do an OBD and gas cap check.
Note that this is a loophole that will allow you to "get away" with ORY and LT's. Relocating stock cat locations is still illegal per Federal Law, but you can get away with it in PA via the loophole.
If you have to get a Sniffer Test; do this. Hookup a manual switch to the air pump. Route the air pump into the exhaust.......like on a Y-pipe, put it at the "Y". This will make it look super clean to the Sniffer. I used this trick on a 1983 Mustang, with Holley Carb and it tested at 0.0 on the Sniffer. Can't get any cleaner than that.

Now, these requirements serve to limit the liability of the inspection station, but not that of a vehicle owner. In fact, any PA police officer that suspects you of being non-compliant (by, for example, loud exhaust, excessive smoke, or if they cannot see an expected piece of emissions equipment from outside the car...yes, they are allowed to look underneath the car) can order you to an inspection station for a visual inspection. Even if it's a station you just left two minutes ago with a new sticker. You're liable, they're not (if your vehicle met the minimum criteria). Since the State Police have the primary responsibility for vehicle safety & emissions in PA, I think they can declare you non-compliant on the spot under their own inspection (if there's any statie perusing this thread, please chime in).
So, given all that information, make your own decision.
