Thats the AIR hose, it goes to a pump that pumps air into the exhaust.
It needs to be filtered so you can drill a hole in your lid and reconnect it. Or for a cleaner look cut the hose back under the fender or another hidden spot and put a small filter on it.
It only pumps air for 70 seconds or so to get the cats up to temp at start up.

^^Correct. It's for your AIR if you still have it.

Remove the AIR system and you will experience life without that annoying pumping/whistling sounds at startup. Yank it off unless you are in a stringent emissions state.

I removed my air system and the engine light came on. I just used the predator handheld to turn it off. Haven't had a problem since.
