An M6 LS1 car should do better than 13.9 (assuming you are a good driver), including even a heavy 'vert. Only reason why you would run that slow would be if the drivetrain needed some attention, or the tires were trash.
People have put hardtop/t-top M6 LS1s into the 13.0-13.1 range stock (with a select few factory freaks even hitting 12.8-12.9). Granted, those are great drivers with great weather & traction, and most won't run quite that fast stock. But even your 'vert should have no issues running some solid mid-13s with a lid & catback.

With a SLP LM1 and K&N with the stock lid butchered(if it mattered) on my 99 bone stock put down 317 and 327 at the wheels is the best I saw out of it. Stock crank horsepower was rated 305hp. Those are great #'s for the mods, but doesn't necessarily mean that's gaurenteed what you'll put down. But it's possible.
The Loudmouth is loud, but becomes obnoxious once you put longtubes on. It doubles it's loudness once you put a cam in it just about. Great choice if you want it loud.

I'm also running the Loudmouth 1 and am happy with it as a daily driver, I like the sound and don't think it's raspy. Take into account though that I'm 19 and it seems as people get older, they like theyre exhaust quieter and more "refined" I guess you could say. The loudmouth is good because it flows very well and because it uses just a resonator and not a traditional muffler, it is light. If you were looking for other mods after the lid and catback but don't want to do headers then you will have to stay on the intake side. A ported throttle body or ls6 intake manifold would both help you make some more power. Just remember when you're modding that you need to do your research, take a lot of time to decide what you want out of your car, then look at aLL the options to get it and decide what fits you best. Hope this helps and happy modding!

I made 331rwhp with a black wing lid, LM1,and 3.73s in our 02 WS.6 before a dyno tune(Tuned numbers in sig). Nearly every component in my trans is micropolished(and cryo'd) and its been claimed to add a little, but i didnt test it before and after so i dont know for sure..
