150 shot plug read
1) tune it safe for the most temperamental cylinder. Whichever runs hottest/leanest is the one you make safe.
2) find the cause of the discrepancy and fix it. If you trust the distrubution, start looking elsewhere. Things like different lifter preload, coolant temp in the head over each cylinder, spark plug gap per cylinder, etc etc
Option 1 is easiest and safe, and what most guys shoot for.
Personally plug 7 looks best to me, might add some timing in but very little. Plug 2 looks lean, 4 looks ok (tad rich but safe).

What signs of detonation do you see on #4? It looks the richest to me and I see minimal signs of timing. If the plug was too hot, it would "burn off" and of the fuel ring, and we can see that's probably not happening based on 3 of the 4 very clearly showing fuel and #2 probably has a faint ring visible in person.
