Generally you dont want to spray under 3000. But I used to do it all the time on my 97Z. Not saying that it is safe I just didnt know any better back then. When you spray under 3000 you run a higher risk of a nitrous backfire.

Dry kit or wet kit?

My dry kit gets shot just about off idle at the track, MAYBE 2200 rpm. A wet kit will probably pop back at that RPM. Thats why it comes on at the 60' mark.

I spray my 100 shot wet at 2600 rpms to get it to hit out of the hole.

What gator's 99TA said, and most likely brake rods and ring landings as well. You are putting extreme load on the crank rods and pistons and transmissions & rear ends. Nitrous make ungodly amount of torque . When the motor is up around and above 3000 rpm's its freeing up torque and when adding nitrous it don't over load the torque and brake parts, Unless you build a motor with the best parts money can buy. Plus at low rpms you are in danger of having a nitrous back fire from the cam not spinning fast enouth to close the valve do to a slite bog off the line
