Default "Restoring" the underside of my car

I want to correct some minor rust spots and basically get the underside of my car looking alot nicer then it does now, and also protect rust-free spots from ever getting rusty.

I was thinking about maybe putting POR15 on the really bad areas (only 2 or 3 of them) and then something like Rustoleum for the rest of it. I have my stepdad's dremel I can use, I always hear about "wirewheeling" rusty stuff - I assume that's an attachment for a dremel that basically power sands the hell out of something? i.e. it would grind off all the rust and then it could be hit with Rustoleum.

What are your suggestions on doing such a project?

idk about using a dremel... depends on how big the area is, but ive always used a drill or nematic grinders with the wire wheel at the end of it.

3m abrasive pads is what we have always used, maybe start with the por15 then use some type of bedliner? so it will protect and cut down on some road noise also

if you can post picks of how bad the rust spot are
