where is the tear located? I'm assuming in the bumper?
if it is, the answer is technically yes. but doing it properly is a ROYAL pita. it would actually be cheaper and much less painful to just buy a replacement bumper.

There are ways of fixing them. i am a painter at a body shop. First cut the crack open. then grind the plastic on the inside a little with a right angled grinder. Then go to your local paint supplier and get rigid plastic part glue. and some ez sand flexible repair and some drywall tape. squirt some rigid plastic glue down on the inside of the bumper where grinded. place a piece of drywall tape over wet glue. then a little more glue. then let dry. flip bumper over and sand the damaged spot with 180 grit paper. clean area with a pre kleano type product. take the ez sand glue and spread over damaged area. let.dry. sand the glue. prime and paint

It really isnt that bad to fix something.like that as long as you have patience. Gfleck pretty much nailed it.
