Default Rear Frame Rails

Does this rust on the rear frame rails look bad enough to scrap the roller? It's really the only rust on the car. Should I try sand as much as I can off and then paint with a rust sealer? Doesn't look like it went through the floor on top.

clean it off and poke with a screwdriver see how solid it is. dont look to terrible to me.
