It's a 2012 TDI Jetta. The dent is directly above the driver side tire. I found a steel, primed fender online for $75. I'm not sure if I can pop out the stock fender. I guess taking it off is the only way to know? What would I use to pop it out?

Remove the inner fender and see if you can push from the inside. Gentle pressure on a non-crimped dent can some be flexed back into position. Sometimes without even paint damage.
Careful with those Chinese car parts, they don't always fit the best.

Even if it's a steel fender, heat can help prevent the paint from cracking. Assuming it's not already cracked. If you hammer it from behind you will brake paint. Suction cup or pushing by heand from the back side is your best bet to get the majority of it out without hurthing the paint
