Do the lights have to be up on TA's to get the front bumper off?

Default Do the lights have to be up on TA's to get the front bumper off?
Have an 01 TA and need to get the front bumper off but have no power.

There is one 7MM bolt that needs to be accessed through the headlight hole, just use the manual crank to lift the lights.

Open the hood and look behind the headlight. There is a little rubber boot covering the cranks.
