I'm looking at my pamphlet for my 98 car and it has "Special black roof treatment with black mirrors (Z28 Coupe only)" listed there.
Are the mirrors "plastic" with paint or some sort of strange coating, or are they "black" plastic material? I could swear that it's almost as if it's the same material as the trim sail panel triangle pieces at the b-piller.

update, well since I had screwed it up anyways, I sanded down pretty far into the paint.
What you may find interesting is the body of your 98-99 car started life as a V6 with body colored mirrors! They are coated in some kind of plastic then painted then cleared. The clear is really thin too I might add.
After sanding down I found mystic teal paint underneath. It wasn't like under the hood, it was mystic teal with clear. The underhood only got the blue spray so it was really kind interesting to learn.
