tps readings

tps readings what is the tps supposed to read? i get:
.6 key on engine off throttle closed 0% throttle angle
.53 engine running throttle closed .53 0% throttle angle
i swapped in a borg warner and a wells. after doing the tps reset multiple times i get the following:
.6 key on engine off throttle closed 0% throttle angle
.53 engine running throttle closed .53 2% throttle angle
wtf is going on. im getting .01volts black 5volts grey and .61volts blue with a volt meter.
i put the stocker back in, do the tps reset, and get:
.6 key on engine off throttle closed 0% throttle angle
.53 engine running throttle closed .53 0% throttle angle

.53 engine running throttle closed .53 0% throttle angle
