Has anyone had this happen with a mail order tune? Also my solus scan toll has no communication with the pcm. I plan on calling Texas speed tomorrow but wanted some insight on it first

Is there power at the PCM and at the OBDII port? Don't need
an engine, just a battery there and unblown fuses.
You may need to "relink VATS" (or bypass) to get the fuel pump
to stay lit. But general lack of function, is probably a more
general problem.
