In short no. The harness can be re-pinned, but IMO is too big of a PITA. You could install a 99-02 harness and do a full reflash on the 98 PCM. The PCMs are teh same just having a different pin-out.

Repinning the harness ain't that big of a deal. A lot easier than changing the harness, besides you already have a harness. Reflash of 98 PCM wont work. Look here for the pinouts. It looks like a lot, but it isn't that bad. You will be happier with the later PCM.

question-if i have a 98 camaro i am wanting to mod, i.e., heads, cam, injectors, tune accordingly, will i be better off changing to a later pcm, if so, what year pcm?

It all depends on the extent of your mods. I'm running 10.2 with a 98 ecm so It can't be all that bad. The only reasons I see to change it out are either adding Boost, or really aggresive heads/cam/high compression. So in short, unless your adding boost or building a race car your good to go.
The later pcm have it's advandage in that they are easier to tune using a c.o.s. and they are faster with better resolution. But it's unlikely any of that would equate into HP in a typical heads/cam car.
