Default non lsx car fuel pressure help/question

Ok, I have a 92 wrangler. Used to start like a champ, but failed emissions so I refreshed the fuel system.
Replaced:
Fuel pump/sending unit, Fuel injectors and fuel rail, Cleaned throttle body, replaced IAC motor and TPS, Replaced Fuel Regulator, replaced rear rubber fuel lines.
ALL OEM
Now the car run great and gets like new mileage.
PROBLEM: the car is very difficult to start. I have to crank it several times and sometimes a blip of the throttle helps. I am reading a good strong 60psi fuel when running, but it cuts immediately to 0 on shutdown. With ignition and fuel pump hot, but engine off I also get 0 psi.

I know I should have some pressure with the ignition on, but dont have any until the engine is running. I had this issue before replacing the fuel pump as well but it didnt help
Anybody have any ideas?
