I got my car hp tuned and now it wont shift into 3rd....would tunning be the problem or is that tranny gone bad???

Who tuned it? Check the tune to see what your part throttle and full throttle shifting parameters are set at.
Yes you can screw up a tune and never meet the parameters to shift into 4th, but it's not like a simple mistake that most people do without knowing it. If it was done in the tune, it was done deliberately...it doesn't just happen.
FYI, it's called tuning not tunning.
