Default obd II port no communication, tested port ideas ? can't get through emissions !

About to get plates yanked if i dont get this fixed.

00 Trans am no communication with dlc using my launch scanner , emissions station count not communicate as well.
tried my scanner on 2 other cars to verify it works perfect.

I tested the port I have steady 12v power on orange wire,
I tested ground continuity on the 2 ground ports both check ok,
I removed pcm plug and tested data line from port to pcm and have continuity. tried with key on, tried with car running,

yes cig lighter works , yes I checked all fuses.

any ideas would be fantastic.. my brain is saying ecm not putting out data but car runs fine. searched old post without luck

Do you have anything else plugged into the lighter ports drawing power while you attempt to use the OBD port, like a cellphone charger?

I use to experience this all the time, trying to connect HPTuners.

I started connecting a battery charger to my car battery, and never see the issue anymore. Coincidence? Maybe.

It's only superstition if it doesn't work.

Any chance you have an after market alarm or remote start that splices into the purple data wire?
