The PCM does not allow TC lockup in any gear but 3&4. When you're cruising in 3rd with the TC locked up and the PCM commands and upshift into 4th, the PCM disengages the TCC, shifts to 4th and then locks it back up. That specifies to keep the converter locked on the 3-4 upshift. Only time I can think of why you'd want to do that is if you want to lock your converter at WOT in 3rd and allow a full throttle 3-4 gear change.

I dont think thats why. You probably don't have the parameters for lockup just right.
The reason why I asked if a true setting would cause it to work is that the subject of WOT lockup in 3rd has been discussed before and the conclusion has been a switch is needed to make it happen, so I wondered if we had missed something with regard to the true and false settings.
