You need to post the scan file so we can tell the rpm and speed. You show the commanded shift from 2-3 at 71 mph. If it is hitting the rev limiter, you need to reduce the 71 down to 66 and see if that works. That would just be a guess. It needs to make the mph first and then the rpm. If you look on y0ur scanner, you can tell what is going wrong. Look at the 6400 rpm spot and then see what the mph shows and adjust it about 5mph below that.

With that being said I had the same issue youre having. If I had it in drive it would hang on the 2-3 shift everytime. So I would launch in D then after the the 1-2 i would put it in OD until the 2-3 happened it would shift fine at WOT in OD theen I would drop it back into D so it wouldnt make a hard 3-4 shift after I let out at high rpm. Thats not good on the 4l60e. I messed around with the tune and nothing helped the issue. I cant remember exactly what the issue was while writing this but after I rebuilt the tranny all was good havent had the issue since

use the bluecat trans tool to unify the shift speed vs rpm. that is the only way I have been able to get reliable shifts.

ok thanks trans is all fresh the tire wizard is set up but guy that does my tunes said there was a problem with tire wizard for Camaro and Gto don't no if that's true he said have to go by speed rpm wont work I ran the car sunday at the race I did win street class but just let off throttle to make it shift he did fix tune will find out this sunday last race of the season bet it ran was 7.24 in the 1/8

Make a pull and look at the log.
I always set my mph pretty low compared to actual. (Ecu reads mph first thin, rpm 2nd for the shift). Thin set your desired rpm shift point to what u want it to shift at. I always make my rpm rev limiter a couple rpm higher than my shift points.
So lets say 6500 shift point.
Engine rev limiter to 6800 rpm.
Speed about 5-10 mph less than recorded at rev limiter.
This should fix it, as long as tune is correct.
U can also raise your line pressure, to help make the shifts on time and not so sloppy, and u can Lower shift times for faster shifts.

I guess everyone has their own way of setting up shift points. Whats works for me:
i set my rpm. then i note the mph its should be shifting at. I'll start at that mph and work my way up or down. Might have to flash it a couple times, but thats what gets it correct for me. understand that if you have a worn in trans with some miles on it, youll need to command a little sooner. So dont think something is wrong if you command a shift at 46mph and it dont do it till 50. Sometimes you gotta lower or raise the rpm too.

2/3 is a lazy shift for a 4l60e. I doubt, with any decent power applied, it is hitting the mark. I routinely saw a 300 rpm delay between when i wanted it to shift and when the shift completed. Doesn't necessarily mean there is something wrong with the trans, it means it takes a split second longer for the fluid to go where it needs to. After some logging of rpm and commanded gear, I had my shifts at 6500 for 1>2, and i think 6250 for 3>4, both shifts actually completed (watching the scanner) at estimated 6550, which is where I wanted it. Expect the delay. I also gave it a decent window till rev limit which was 7k.
