What is this resistor soldered in by my obd2 port?

Your key has a resistor chip in it. Around 22 different values used from GM. Often the contacts in the barrel fail. So a way to bypass is if you put in a fix resistor in the wiring loom and disconnect it from the barrel. The 2 way plug is just beind the console around where your right knee would be, looks like they pulled it through the OBDII hole.
Looks like the previous owner done that mod. May be worth putting some insulation tape around it and pop it beind the console if it's all working fine.

The PCM needs to see a specific resistance to start. If the lock cylinder or more commonly the wires going to the lock cylinder break, the PCM obviously can't see it.
So you can either turn VATS off in the tune or, measure the resistance on the key pellet, solder in the the same resistance into the circuit and the PCM doesn't know the difference.
