VATS Disable

I was trying to get my L83 swap fired up today and it would start up nicely, rumble a bit and die shortly after, like a few seconds total. I keep reading about VATS no being disabled so I ran a quick scan on HP Tuners and looked at the OS. I just got HP and I want to learn more so my understanding is VERY limited.
Under VATS Patch 1&2 it says Enabled......shouldn't this be disabled??? I got it programmed by Speartech so I figured they would know, I'd call them but they're closed right now.

They are all a little different I believe, but if you look at the system tab, the general, it's listed under security.
