Unfortunatley I'm unable to go into more detail on how to resolve his issue. Even thouh he may have gotten a V8 harness for the engine he still needs to address the INJ2 on the underhood harness. At least that is an issue with trying to use a V6 underhood harness for a V8 engine in the 99 Camaro.

Is the ECU the original one for that engine? What about the injectors, are those the ones to match that ECU?
Did you check pushrod length and order what was needed, or just buy pushrods and toss them in?
And 50% of the time this happens, it turns out the VATS weren't actually turned off despite claims that they absolutely were.
there might be other issues also but the above should help with you having to hold throttle
