Give this a shot, I segment swapped the system portion over. The file I used shows a 6.0L but it showed as a half ton in the properties, but I didn't think they made any half ton 6.0L combos.

I dont think an E38 has a different calibration for cruise control vs non cruise control. I thought it the BCM programming that was different for cruise vs no cruise.

To enable it you have to take truck to a dealer. Tell them to call GM tech line and create whats called VCI special programming instance RPO K34 cruise control was added. GM then updates the TIS programming vin information for your vin to enable cruise in the bcm and pcm programming. The dealer will then reflash the BCM and PCM and cruise will operate. This will set you back a few hundred bucks if GM will do it even these day's. These trucks are getting old enough that when you try to add stuff they tell you not supported anymore whereas 3-5 years ago it was a different story.
Theres no way around this process unless you start module swapping that then creates other headaches.
