Default Torque managment question?

In a built trans that has mechanically raised the line pressure and using heavy duty billit servos, can TQ managment cause the TC clutch not to lock up in OD? Mine goes in and out of lock up after the rebuild. I still have TQ managment to 100%. What needs to be done?

no misfires that are enough to trigger it 47 - 60 a minute. I can't figure it out.
