Follower raises the IAC motor when you are off 0 TPS,
so that if you should suddenly lift it there will be an
elevated baseling airflow, and the motor won't
undershoot its idle point and crash. This annoys some
people, with the idle being jacked up until you get under
2MPH. The decay is how fast the idle goes down from
this mode, to baseline airflow. The more twitchy the idle,
the slower you want this. Electric throttle cars also have
a throttle cracker thingamabob since there is no IAC.
