anybody know what causes a low voltage at the TPS?

anybody know what causes a low voltage at the TPS? It is at a constant .65 @ idle. But for some reason it changes and sets the P0121 code. anybody know what causes this? <img border="0" title="" alt="[Confused]" src="images/icons/confused.gif" />

the TPS, make sure it's good. Other than
that, I'd expect it's either some mechanical
overtravel on closing, electrical noise (like
ground integrity) or a dirty /worn TPS potentiometer giving an occasional zero output
and getting captured.
