Why would a file not start

Why would a file not start I took a stock 2001 file and transfered every table over from my current file. When I burned the ECU everything went as normal but when I started it up, it cranked over for a split second and cut off. I burned the old program and it started fine. Am I missing something in the programming?

Check the codes, probably a security code popping up. Could also just turn off VATS I suppose.

Here is the problem. The file I am putting in is for a 2001. I tried the relink vats, said complete, cycled the key on-off 30 seconds at a time and no dice. Does the Key need to be reprogrammed or am I missing something with the relink?
