A tire's static (not moving) radius is only accurate while the vehicle is stopped. A static loaded radius is typically about 44% of the static loaded diameter. As the vehicle speed increases, centrifugal force causes the tire to grow taller. This force will increase the tire's dynamic (changes while moving) radius. At 45 mph, most tires will have a radius that is very close 48% tire's static loaded diameter. This growth will increase with vehicle speed and can actually exceed half of the tires static loaded diameter. The static loaded diameter is NOT the same thing as an static unloaded diameter. The static loaded radius of a tire is usually less than half of the tire's diameter.
44% at 0-10 mph = 11.176
45% at 10-20 mph = 11.43
46% at 20-30 mph = 11.684
47% at 30-40 mph = 11.938
48% at 40-50 mph = 12.192
49% at 50-60 mph = 12.446
50% at 60-70 mph = 12.7
51% at 70-80 mph = 12.954
44% at 0-10 mph = 11.176
45% at 10-20 mph = 11.43
46% at 20-30 mph = 11.684
47% at 30-40 mph = 11.938
48% at 40-50 mph = 12.192
49% at 50-60 mph = 12.446
50% at 60-70 mph = 12.7
51% at 70-80 mph = 12.954

According to the documentation that comes with a Hypertech programmer, F-body, 3.73, A4, Stock Tire Height.
1st 1 MPH = 149 RPM
2nd 1 MPH = 79 RPM
3rd 1 MPH = 49 RPM
4th = ?
1st 1 MPH = 149 RPM
2nd 1 MPH = 79 RPM
3rd 1 MPH = 49 RPM
4th = ?

Using the stock PCM's tire height of 24.9", this is what I get:
1st - 154RPM
2nd - 82RPM
3rd - 50RPM
4th - 35RPM
