Even a stall that hi, wont slip all the way to 4400, thats actually the "flash" speed. Depending on the quality of the converter, it could feel just a little looser than a stock converter, without putting it against a brake.
If you can get it to rev at all above the stall speed, without it spinning the tires or moving the car, theres definitely something wrong.
I've tuned a half dozen cars with that PT4400, it's a power adder stall so it's tight even under flash in every car I've ridden in. If it feels loose now, somehting isn't right.
