Tilt headrests... Fill me in on some things

Tilt headrests... Fill me in on some things I just bought my first F-body. I have a 1996 T/A with leather, and from what I read on one of the threads I was searching through, the headrests that tilt are optional.
However, I feel a little scared in case of an accident. If I go to rest my head, it goes way too far back and I would get whiplash in an accident. The head rest can also move forward and backward. I go to push it forward, but it doesn't stay there. It slowly springs back, all the way back.
Is this supposed to happen? Or has the headrest just gone bad? You'd think they would have made it click-n-lock.
