Those are probably knockoff 427 tails. I believe they came factory on a special model, but i'm not completely famaliar with it so dont quote me on that. They do look good but I like the somewhat plain look of the stock tails myself.

The real "427's" will cost you an arm, leg and maybe first born.
JHP (I believe), a vendor for GTO's has a replica that is more reasonable.
To be honest, unless you have a black or yellow car, they don't look great. On the black and yellow's, they look awesome.
