Pulled these off my old car years ago and had forgot about them. Genuine SLP aluminum bump stop spacers that came factory on my old 01 SS.

Correct. These are the SLP "spacers"... not the bump stop themselves. I'd go poly anyway and the crap-tastic rubber that GM used.

So do they mount to car then the bump stops mount to the spacer. ?

No just use longer bolts and slide them through the spacer
