new Summit Ls 5.3 lifter not pumping up

new Summit Ls 5.3 lifter not pumping up
I am at loss of ideas on how to fix this other than the obvious pulling the head(s) and changing the (or all of them) lifter out.
Brand spank and new Summit LS 5.3 450hp crate....fired it up tonight and it made quite the ruckus on top (despite priming it before hand obviously)....and being all to familiar with first gen SBC and BBC, I knew just about immediately we had a valve train issue....I decided to be naive and just let it get to temp in hope it would pump up but alas no such luck.
Pulled the driver side valve cover for inspection and sure enough, #7 exhaust wont pump up, I can push on the pushrod with my thumb and it will bottom out the lifter and then come back up.
I do get oil thru the pushrod, and all other rockers are fine, rock solid as they should.
Any ideas or "things to do" before I get to have more fun pulling head(s)?? I am going to let it idle tomorrow for a while, again, probably naive of me but, I have nothing to loose. Thoughts?
