Way back when 348s & 409s were the hot ticket The 348 truck motor could be limited to 4000 rpm IF I remember correctly Hell newer stock motors pull past 4k Build a 427 or 454 SBC put a little bity stock cam in it with Vortec heads & youll be close BUT 4k will get OLD quick & youll want more

Put a stock TPI on it. It won't rev above about 4500 with a brick on the peddle, in neutal. Of course it won't make the number your looking for. Get a 366 truck motor or rig a throttle stop.
