The VF39(STi) turbo on the regular WRX is a fairly cheap and effective upgrade to a WRX ! Stock boost level is 14.2 psi, but with a VF39 and a tune can put it at whp/tq levels at stage 2 levels on a STi and the fact that it weighs considerably less and has longer gears(5sp) then the STi(6sp).

PSI is a measurement of resistance, not airflow. I think thats already been mentioned.
For example many turbos are measured at 1 bar (14.5 PSI). A tdo5 14b flows 450cfm at 1 bar (= 250hp). A td05 16g flows 505cfm at 1 bar (= 300hp). A 108mm giant flows 1500cfm at 1 bar (= 900hp). All those cfm/hp numbers were guesses but you get the idea. The bigger the turbo, the more air it flows at 14.5 PSI
What Sonofabish said was not correct. A big turbo at 14 PSI = much more power than a tiny turbo at 14 PSI.
People who measure a turbo by its PSI dont know anything about turbos, as a rule.
