if you only run 13.3 he didnt need a turbo upgrade to beat you. actually sounds you raced someone running a stage 2 setup. if he had a upgraded turbo he would most likely be pushing 21 or higher psi. and you would have lost alot worse.
stage 2 run anywhere from 13.3 to 13 flat range around 105 to 106ish so sounds reasonable you lost to a stage 2.
