Dude come on be serious. A stock turbo civic runs mid to low 13's at a conservative 7 psi. A couple of friends and I went to the track last month to watch our friend break in his turbo civic. His first pass was a 14.1 at 104. Second run was a 13.6 at 106. And his last run was a 13.1 at 110 on street tires. This was done on 8 psi of boost. How do you expect a mid 15 sec car run slower than it does stock with a turbo. Dude get real! If it was stock then I would believe you.

A stock gsr or civic with a b16 will make around 275 to the wheels at 8 psi of boost. Or an additional 100hp. Some have even made 300 at 8 psi.

So get your facts straight dude and stop bashing.

Could be better.
My X girlfriend and her new boyfriend put together a small early 90's civic hatch. Gutted it and built a nice little N/A 1.8L motor. She was running high 13 sec 1/4's by the time they split up. Since then I haven't seen her at the track so I have no idea what the cars full potential was but a 13 sec 1/4 by an inexperienced driver isn't bad in a FWD car.
